Ability to block advocates

Also add option to block all advocates by default, i.e. manually approve who can be advocates.

Currently in final development stages.
Am I missing something? There seems to be no option to manually approve advocates... I see the ability to block certain advocates, but I'd like it to be a manual process to even add advocates.
